• Background: The Higher Education Research and Policy Network (HERPNET) in collaboration with Pondicherry University, India has identified that the issue of dwindling resources in the face of increasing responsibilities is a common challenge facing the sustainable development of higher education and research in India and Africa respectively. HERPNET is therefore, soliciting home-grown but evidence-based ideas, initiatives and strategies from researchers all over India and Africa as well as from other parts of the world to strengthen the weakness of higher education and research in these emerging economies.
